Metropolitan District General Explanation
Anthem West Metropolitan District (the “District”) is a Title 32 Special District that was established for the purpose of financing and installing sanitation, water, street, safety protection, park and recreation, transportation, television relay and translation, and limited fire protection improvements of the District; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Amended and Restated Service Plan for the District, approved by the City Council of the City of Broomfield, now the City and County of Broomfield, on May 26, 2015, as it may be further amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the City and County of Broomfield, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City and County of Broomfield does not provide.
The District may incur a maximum debt of $111,000,000. The District may impose a mill levy on taxable property within its boundaries, and may also use various revenue sources authorized by law, including fees, to repay such debt.
At the time of the Service Plan approval, the ratio of the District’s outstanding debt to total assessed valuation was less than 50%. Thus, the District may assess an unlimited debt service mill levy to repay debt. Notwithstanding the unlimited debt service mill levy, for fiscal years 2018 through 2024, the District’s debt service mill levy has not exceeded 28 mills; in tax imposition year 2024 (collection year 2025), the District’s debt service mill levy was 18 mills.
The District must file an Annual Report to the City and County of Broomfield Clerk & Recorder.
The District’s boundaries overlap with the boundaries of the City of Broomfield; Broomfield County General Fund; Broomfield County Health & Human Services; Regional Transportation District; Adams County School District No. 12; Urban Drainage and Flood; North Metro Fire District; and Front Range Passenger Rail.
